Under the guidance of experienced engineers, Company 2888 constructed the earthen dam to create the lake—the park's focal point. The rock spillway (lower center) was shaped with more than 11,000 tons of large rocks that the enrollees placed by hand and then secured with mortar. The spillway serves as a bypass during heavy rains, allowing excess water to channel out of the reservoir, protecting the dam from failure.
