With unemployment still not solved in San Antonio and elsewhere, some individuals lived in extreme poverty such as the two men here, camped outside San Antonio. Although the New Deal had sought from 1933 to improve conditions for all Americans, this view serves as a reminder that the economic crisis had not yet ended.
