Miriam Ferguson signs a bill in her office; her husband, former Governor James B. Ferguson, and Texas Parks Board member and former Governor Pat Neff are seated to her left. The occasion for this may have been Ferguson's formal announcement that the state, for the first time, had given the State Parks Board a budget line, an action necessary to assure federal assistance.
